"Can this organisation execute transformation without major risk of failure?"
The TCI focuses on the four execution-critical dimensions - the ones that most determine whether transformation programmes succeed or stall. An organisation can have a reasonable ORL but a low TCI, which signals that while some maturity exists, the conditions for safe scaling are not yet in place.
